    Informality and Structural Transformation in Egypt, Iraq and Jordan - A Framework for Assessing Policy Responses in the MENA Region

    Informality is not a new phenomenon but today, in face of the multiplication of domestic and global shocks, the vulnerabilities associated with informal work and businesses are an undisputable hurdle to economic resilience and more inclusive and equal societies. Yet, certain policy measures implemented with the intention of addressing the consequences of crises on vulnerable groups in the society – groups that include informal workers and businesses – can unintentionally induce more informality, in a vicious cycle that makes formalisation and resilience even more difficult to reach. The report Informality and Structural Transformation in the Middle East and North Africa outlines a framework for assessing the impact of economic and social policies on informality. The framework was developed jointly by the ILO, OECD and UNDP, and is thought as a hands-on instrument, allowing policy makers to foresee early on in the policymaking cycles the effects diverse economic and social policies could have on the informal economy. This tool adds to the vast literature on informality. Understanding the expected impact of different policies on informality can help governments to identify measures that support their key objectives, e.g. helping firms in financial distress or expanding social protection, without altering motivations and incentives to formalisation.

    Artificial intelligence and the changing demand for skills in Canada - The increasing importance of social skills

    Most workers who will be exposed to artificial intelligence (AI) will not require specialised AI skills (e.g. machine learning, natural language processing, etc.). Even so, AI will change the tasks these workers do, and the skills they require. This report provides first estimates for Canada on the effect of artificial intelligence on the demand for skills in jobs that do not require specialised AI skills. The results show that the skills most demanded in occupations highly exposed to AI are management, communication and digital skills. These include skills in budgeting, accounting, written communication, as well as competencies in basic word processing and spreadsheet software. The results also show that, in Canada, demand for social and language skills have increased the most over the past decade in occupations highly exposed to AI. Using a panel of establishments confirms the increasing demand for social and language skills, as well as rising demand for production and physical skills, which may be complementary to AI. However, the establishment panel also finds evidence of decreasing demand for business, management and digital skills in establishments more exposed to AI.

    Modernising Access to Social Protection - Strategies, Technologies and Data Advances in OECD Countries

    Despite having advanced social protection systems, OECD countries still face challenges in identifying, enrolling, and providing benefits and services to all those in need. Even when programmes are well-designed and adequately funded, cumbersome enrolment processes and challenges in service and benefit delivery can be an obstacle to the full take-up of social programmes. Advances in digital technologies and data can go a long way towards making social protection more accessible and effective. This report presents a stocktaking of OECD governments’ strategies to identify individuals and groups in need, collect and link (potential) beneficiary data across administrative and survey sources, and apply data analytics and new technologies to improve programme enrolment and the benefit/service delivery experience – all with the objective of reaching people in need of support in OECD countries.

    The economic cost of childhood socio-economic disadvantage in Canada

    While child poverty has decreased significantly in recent years due to increased support for families with children, measures to assist socio-economically disadvantaged children only partially address their challenges. To enhance equality of opportunity and social mobility in Canada, it is crucial to strengthen efforts addressing the root causes of socio-economic disadvantages and bridge gaps in policies aimed at reducing child poverty. This paper presents an overview of child poverty trends in Canada and discusses the challenges associated with the Poverty Reduction Strategy aimed at enhancing equality of opportunity and social mobility.

    Defining AI incidents and related terms

    As AI use grows, so do its benefits and risks. These risks can lead to actual harms ('AI incidents') or potential dangers ('AI hazards'). Clear definitions are essential for managing and preventing these risks. This report proposes definitions for AI incidents and related terms. These definitions aim to foster international interoperability while providing flexibility for jurisdictions to determine the scope of AI incidents and hazards they wish to address.

    An OECD survey of employee well-being - An instrument to measure employee well-being inside companies

    This working paper provides an overview of a standardised Employee Well-being Survey implemented in four companies in Japan. This survey aligns with international measurement guidelines and practices, including the 2017 OECD Guidelines on Measuring the Quality of the Working Environment, it has been developed under the guidance of the Committee on Statistics and Statistical Policy, and it allows for the calculation at firm level of an equivalent of the Job Strain index, namely the third pillar of the OECD Job Quality framework. The objectives of the study were: i) to pilot the new Employee Well-being Survey at the firm level; ii) to demonstrate the potential of harmonised employee survey data as a source of information on business social performance, with associated benefits for companies, stakeholders, investors, governments and national statistical offices; and iii) to operationalise one element of a proposed framework on measuring non-financial performance of businesses.

    Les impôts sur les salaires 2024 (version abrégée) - La fiscalité et le genre sous l’angle du deuxième apporteur de revenu

    Cette publication annuelle contient des informations détaillées sur les impôts payés sur les salaires dans les pays de l’OCDE. L'édition de cette année se concentre sur les incitations fiscales pour les seconds apporteurs de revenus dans l'OCDE et sur la façon dont la politique fiscale peut contribuer aux écarts entre les hommes et les femmes sur le marché du travail. Pour l'année 2023, le rapport couvre également les impôts sur le revenu et les cotisations de sécurité sociale payés par les salariés, les cotisations de sécurité sociale et taxes sur les salaires versés par leurs employeurs, et les transferts en espèces perçus par les travailleurs. L’objectif est de montrer comment ces taxes et prestations sont calculées dans chaque pays membre et d’examiner leurs impacts sur le revenu des ménages. Les résultats permettent aussi de faire des comparaisons internationales quantitatives des coûts de main-d’œuvre et de la situation globale vis-à-vis de l’impôt et des prestations des célibataires et des familles à différents niveaux de revenus. Cette publication présente des taux effectifs moyens et marginaux d’imposition sur les coûts de main-d’œuvre pour huit types de ménages représentatifs dont le niveau du salaire et la composition diffèrent (célibataires, parents isolés, couples avec un ou deux salaires et avec ou sans enfant). Les taux moyens d’imposition mettent en évidence le pourcentage de la rémunération brute ou des coûts de main-d’œuvre représenté par les impôts et les prélèvements sociaux, avant et après transferts en espèces, et les taux marginaux d’imposition correspondent à la partie d’une augmentation minime de la rémunération brute ou des coûts de main-d’œuvre reversée sous la forme d’impôts.     The impact of Artificial Intelligence on productivity, distribution and growth - Key mechanisms, initial evidence and policy challenges

    This paper explores the economics of Artificial Intelligence (AI), focusing on its potential as a new General-Purpose Technology that can significantly influence economic productivity and societal wellbeing. It examines AI's unique capacity for autonomy and self-improvement, which could accelerate innovation and potentially revive sluggish productivity growth across various industries, while also acknowledging the uncertainties surrounding AI's long-term productivity impacts. The paper discusses the concentration of AI development in big tech firms, uneven adoption rates, and broader societal challenges such as inequality, discrimination, and security risks. It calls for a comprehensive policy approach to ensure AI's beneficial development and diffusion, including measures to promote competition, enhance accessibility, and address job displacement and inequality.

    Advanced practice nursing in primary care in OECD countries - Recent developments and persisting implementation challenges

    The pandemic has stimulated growing interest in using advanced practice nurses such as Nurse Practitioners (NPs) to address growing primary care needs linked to population ageing and more people living with chronic conditions, although not all countries are moving at the same speed. This OECD Health Working paper reviews recent developments in advance practice nursing (APN) in primary care in OECD countries. It focusses on NPs in those countries that are recognising this category of nurses, but also describes the emergence of other categories of nurses taking on new roles such as family and community nurses in some European countries. In those countries that have achieved decisive breakthroughs in new forms of task sharing between primary care doctors (GPs) and nurses, increasing the number of APNs in primary care is seen as a real opportunity to respond to primary care needs and reduce pressures on GPs and hospitals.

    Artificial intelligence and the changing demand for skills in the labour market

    Most workers who will be exposed to artificial intelligence (AI) will not require specialised AI skills (e.g. machine learning, natural language processing, etc.). Even so, AI will change the tasks these workers do, and the skills they require. This report provides first estimates for the effect of artificial intelligence on the demand for skills in jobs that do not require specialised AI skills. The results show that the skills most demanded in occupations highly exposed to AI are management and business skills. These include skills in general project management, finance, administration and clerical tasks. The results also show that there have been increases over time in the demand for these skills in occupations highly exposed to AI. For example, the share of vacancies in these occupations that demand at least one emotional, cognitive or digital skill has increased by 8 percentage points. However, using a panel of establishments (which induces plausibly exogenous variation in AI exposure), the report finds evidence that the demand for these skills is beginning to fall.
