    Individual behaviour and circular economy policies - Opportunities in Italy

    EU Funded Note This working paper takes stock of the literature on behaviourally-informed interventions to facilitate the transition to a circular economy and discusses measures that could be pilot tested in Italy. It provides an overview of the key concepts of behavioural economics and describes the main 'biases' that could influence the adoption of behaviours aligned with the transition to a circular economy by consumers. It goes on to review the empirical evidence on the motivations that may affect the adoption of such behaviours, as well as the empirical insights into the effectiveness of implemented behavioural interventions relevant to the circular economy transition. Finally, the paper introduces three proposals for experimental pilots in Italy.

    Policy Guidance: Enabling Inclusive Governance

    This Policy Guidance aims to support the effective and practical delivery of official development assistance (ODA) for inclusive governance, focusing on the central elements of a development project or programme – analytics and diagnostics, programme design and implementation, monitoring, evaluation and learning. Issued by the Governance Network of the OECD Development Assistance Committee (DAC), this Guidance for governance practitioners recommends a series of policy and practical measures designed to reduce social, political and economic exclusion, and enable more inclusive development impacts. Building on a dedicated multi-year programme of work, expert insights and the contributions of a designated Advisory Group, it underscores the significance of inclusive governance as a central attribute of SDG16 and the basis for equitable and sustainable development.

    Strengthening Oversight of the Court of Auditors for Effective Public Procurement in Portugal - Digital Transformation and Data-driven Risk Assessments

    EU Funded Note This report looks at efforts by Portugal’s Court of Auditors (Tribunal de Contas, TdC) to make better use of data and analytics in assessing risks in public procurement. It identifies key financial and non-financial risks to refine the TdC’s audit selection process and increase the effectiveness and efficiency of the public procurement system. The report provides recommendations for improving and maintaining data-driven risk assessments that align with the TdC’s Digital Transformation Strategy. The report also includes a data-mapping exercise and data reliability assessment in preparation for the next phase of the project, which includes developing a working model to detect procurement risks and irregularities using real-world data.

    CIF/FOB margins - Insights on global transport and insurance costs of merchandise trade

    This paper presents the 2024 version of the OECD International Transport and Insurance Cost of Merchandise Trade (ITIC) database, offering insights into bilateral international transport and insurance costs across more than 200 countries and their trading partners. Covering over 1 200 products from 1995 to 2022, the database combines officially reported information with estimates based on a gravity model. The model operates at a detailed six-digit Harmonised System (HS) product code level, subsequently aggregated into four-digit HS product code categories for analysis. The findings of ITIC 2024 indicate that the COVID-19 pandemic had a more significant impact on international transport and insurance costs for trade between countries located in different continents compared to trade between partners within the same continent. Additionally, they confirm that trade costs have exhibited a declining trend during the study period, and that the CIF/FOB margins vary among different reporting entities, trading partners, and products.

    Toolkit to Support Implementation of the OECD DAC Recommendation on Ending Sexual Exploitation Abuse and Harassment

    This Toolkit synthesises learning and examples gathered from Development Assistance Committee (DAC) members and partners, including their work through international fora such as the OECD, as well as additional research. It aims to support DAC members and partners in deepening their work and accelerate progress on any number of topics contained within the DAC Recommendation’s six pillars. Progress in Sexual Exploitation, Abuse and Harassment (SEAH) prevention and response can be very incremental and difficult to measure, in part because it relies on addressing the many underlying factors that support the perpetuation of SEAH, such as cultural and social norms, as well as power dynamics. This Toolkit aims to support progress by DAC members on both technical and political levels, as well as support their coordination efforts with their partners to work towards long-term, sustainable change.
