Décide que, en ce qui concerne les déchets qui ne font pas l'objet d'opérations de valorisation, les pays membres, conformément aux pratiques de gestion écologiquement rationnelles et efficaces, éliminent dans la mesure du possible sur leur propre territoire les déchets qui y sont produits.

Décide que, aux fins de mise en oeuvre des actes du Conseil mentionnés ci-dessus en matière de contrôle des mouvements transfrontières de déchets dangereux concernant un quelconque pays membre les termes "déchets" et "élimination" sont définis ainsi que spécifiés en Annexe.
