    The World Bank, OECD and Nuffic International workshop on Cross-border higher education for capacity development (The Hague, 14-15 September 2006)

    The conference covered four main topics: Capacity building through cross-border higher education; good practice in regulating foreign provision in higher education and in quality assurance and accreditation; aid and trade in higher education, international mobility and brain drain.

    OECD/CERI workshop on “University futures and new technologies” (Washington DC, 12 January 2005)

    One difficulty is that futures studies (and scenarios) are made for specialists and are difficult to use for “outsiders”. Another is that they require both academic skills (high intellectual involvement) and political skills (decision-making understanding and power).
