    Assessment of merger control in the Philippines

    The Philippines has developed their merger control regime quickly and effectively since the Competition Authority was created in 2016, thus establishing a reputed merger control system. This report assesses those important developments and makes policy recommendations to further strengthen the Philippines’ merger control regime based on principles of transparency, integrity and procedural fairness. This, in turn, can help promote and protect competition in the economy, which increases productivity and overall economic performance.

    Manuel pour un traitement inclusif du genre dans les politiques de concurrence

    Quel est le rapport entre concurrence et problématiques de genre ? Les autorités de la concurrence jouent un rôle crucial dans la création de marchés équitables et prospères. Cependant, le lien entre la concurrence et le genre est souvent négligé. Ce manuel procure aux autorités de la concurrence les connaissances et les outils nécessaires pour intégrer les questions de genre dans leur travail. Il propose une approche fondée sur des éléments factuels, allant au-delà de la théorie, afin d’adresser des recommandations concrètes susceptibles d'améliorer la précision de l'analyse, de faciliter les enquêtes sur les ententes et d'optimiser les efforts de sensibilisation. S'inspirant de la recherche sur les problématiques de genre dans des domaines d’action connexes tels que la gouvernance d'entreprise, la lutte contre la corruption et l'économie comportementale, ce manuel offre un cadre complet pour la prise en compte des questions de genre. En intégrant ce manuel dans leurs activités quotidiennes, les autorités de la concurrence peuvent contribuer davantage encore à la promotion de marchés équitables et efficaces qui soient bénéfiques à tous les individus, indépendamment de leur genre.

    Competition Market Study of Ukraine’s Electricity Sector

    This market study analyses Ukraine’s electricity sector from a competition perspective. It provides a detailed description and assessment of the regulatory framework within which the Ukrainian electricity markets operate, as well as an analysis of the obstacles to competition in the wholesale and retail markets. This report includes recommendations to address the underlying causes of ineffective competition that, if implemented in the recovery phase following Russia’s war of aggression against Ukraine, can contribute to achieving a well-functioning, competitive electricity sector.

    Examens de l’OCDE pour l’évaluation de l’impact sur la concurrence : Tunisie 2023

    Ce rapport analyse les barrières réglementaires à la concurrence dans le secteur du tourisme en Tunisie, dans le but d'aider les autorités tunisiennes à réduire les atteintes à la concurrence et à favoriser une croissance durable. Ce rapport est basé sur une évaluation de la concurrence menée par l'OCDE identifiant les lois et réglementations susceptibles d'entraver la concurrence et l’efficacité des marchés dans les activités touristiques examinées. Cet examen comprend également des estimations de l'impact potentiel de la mise en œuvre de certaines recommandations sur l'économie. Il s'agit du deuxième examen d'évaluation de la concurrence mené par l'OCDE en Tunisie, après l'examen en 2019 des secteurs du transport de marchandises et du commerce de gros et de détail.

    Data shaping firms and markets

    Firms are at the forefront of digital transformation and drive production, innovation and the greater deployment of digital technologies into economies and societies. As digital transformation progresses, how firms use data, and how that use affects markets and influences competitive dynamics, has risen to the top of policy agendas. This report highlights that too few firms use data, particularly small and medium-sized enterprises, despite data’s potential to boost productivity, foster innovation and new business models.     Identifying the Main Drivers of Productivity Growth - A Literature Review

    This report represents the second outcome of the collaboration between the Asian Productivity Organization (APO) and the Organisation for Economic Co-operation and Development (OECD) to improve the measurement and analysis of productivity developments across APO and OECD member economies. The report discusses the potential impact of COVID-19 on productivity and examines the role of Multifactor Productivity (MFP) as a major driver of economic growth and changes in living standards. It then identifies the most important factors influencing MFP growth and describes the most important challenges affecting the measurement of each of these factors as well as the estimation of their impact on MFP. The report provides key recommendations to improve the reliability and interpretation of the empirical evidence for economic analysis.

    Developments in spectrum management for communication services

    Spectrum is a limited national resource that enables our digital world. Mobile broadband services rely on these invisible airwaves to function, making spectrum indispensable to bridge connectivity divides. It also supports the provision of wireless services across the economy, from education to healthcare to industry, and enables applications such as satellites, GPS and the Internet of Things. Spectrum must be efficiently managed to achieve broader social and economic goals. As such, the stakes of spectrum management decisions are high and the challenges complex. This report discusses the effective stewardship of this essential asset in the context of wireless communication services, presents trends in policy, and discusses future considerations for management. It finds that well-designed and transparent licensing regimes, including auctions, foster investment and innovation, and that flexible frameworks (e.g. sharing or unlicensed spectrum) can promote efficient use.

    OECD Competition Assessment Reviews: Brazil

    This review provides an analysis of regulatory barriers to competition in Brazil, specifically in the ports and civil aviation sectors, and makes recommendations for Brazilian authorities to mitigate harm to competition and foster long-lasting growth. It is based on a competition assessment conducted by the OECD in co-operation with the Brazilian Competition Authority (CADE) identifying rules and regulations that may hinder the competitive and efficient functioning of markets in the two sectors under review. The review also includes estimates of the impact that the implementation of certain specific recommendations could have on the economy.
