This Global Forum on the Environment and Climate Change, jointly organised by the OECD and the IEA, aimed to promote dialogue, and enhance understanding among a wide range of countries on key issues relevant to the international climate change negotiations and implementation of the Paris Agreement.

The sessions in this Global Forum focused on the mitigation work programme (MWP), the new collective quantified goal (NCQG) on climate finance and the just transition work programme. There were also discussions on the global stocktake of the Paris Agreement and on relevant recent OECD and IEA work on transport. This meeting took place under the Chatham House Rule, meaning that remarks made during the discussions were not attributed to individuals.

Breakout Group A1 - Delivering the mitigation work programme (MWP) - Accelerating action through existing initiatives (I)

This session explored how the MWP could be more impactful by harnessing relevant on-going efforts, within and outside the UNFCCC process, to deliver concrete near-term mitigation actions.

This session dolve into the unique attributes, potential role, and challenges of different possible financial sources for the NCQG.

This session discussed potential dimensions for consideration in the context of setting potential sub-targets in the NCQG, including developing country groupings, climate themes, and financial instruments.

Breakout Group A3 - Potential elements of a decision on the MWP

This session explored options for the potential structure and elements of a decision on the MWP to be put forward at the 5th Conference of the Parties serving as the meeting of the Parties to the Paris Agreement (CMA5) at COP28 in December 2023.

Breakout Group B3 - Tracking progress towards the NCQG on climate finance

This session identified the data needs for tracking progress towards the NCQG, explored possible data sources within and beyond the UNFCCC context, and discussed potential data gaps that may pose challenges to tracking progress towards the NCQG.

Session C1 - Lessons from other processes and initiatives for a just transition work programme

This session explored insights and lessons learned from various activities, initiatives, and processes relating to a just transition, both within and outside the UNFCCC, that the new JTWP could potentially build on.

This session explored experiences with different enablers for just transition pathways at different levels and insights these experiences provide for operationalising an impactful JTWP.

Session D1 - Towards a successful first global stocktake

This session explored what it will take to reach a robust outcome on GST1 at COP28, what concrete elements the final GST1 package could include to enable a course correction, and what specific follow-up is needed to drive action on the ground by Parties and non-Party stakeholders in the years ahead.

OECD and IEA presentations of recent work

During this session participants heard insights from recent OECD and IEA work focusing on transport including the OECD’s International Transport Forum (ITF) Transport Outlook as well as insights from IEA work on electric vehicles.
