Strategic Evaluation of the European Union's Cooperation with Lesotho 2008-2013
The evaluation concluded that the European Union’s engagement with Lesotho was appropriate to the geopolitical, post apartheid, context of the mid 1990s when relations between Lesotho and South Africa were difficult: the EU followed Lesotho’s ‘isolationist’ stand and adopted a purely country-based development cooperation approach. More recently, the changed context provides a unique opportunity to set a new direction for EU engagement.

Baseline Report for the German-Myanmar Programme on Sustainable Economic Development
As Germany re-launched its development cooperation in Myanmar, DEval is supporting these efforts in the field of Sustainable Economic Development by helping to create the conditions for subsequent impact evaluation. As a first step this baseline study was conducted based on a mixed-method approach. The triangulation of results on key questions of the programme generated interesting insights.

Strategic Evaluation of the EU Cooperation with Timor-Leste (2008-2013)
Most EU interventions were in line with national priorities and rural population needs, as well as supporting Timor-Leste’s regional and international relationships in recognition of the priority attached by the Government to these goals. But although the focal sectors maintained their relevance to the goals of poverty reduction and state-building, the effectiveness of the EU cooperation was seriously constrained by several factors.

Independent Evaluation of the Accountability in Tanzania Programme (AcT)
Overall, the AcT programme is well set up to address contextual factors, and to identify, analyse and learn from accountability and responsiveness challenges. This is facilitated by the AcT model, including the management approach and the tools that are promoted, but there are missed opportunities to link with other DFID accountability programmes particularly in shared areas of work and interest, and at key moments and opportunities.

La performance des stratégies et programmes d’intervention de la Banque au Cameroun sur la période 2004-2013 est dans l’ensemble jugée moyennement satisfaisante.

Cameroon: Country Strategy and Program Evaluation 2004–2013
This evaluation aims to draw relevant lessons to help improve future strategy and operations. It is based on a document review, sector evaluations and discussions with stakeholders. It focuses on transport, energy, water and sanitation and governance, the priorities of the Country Strategy Papers (CSPs). Overall, this evaluation finds that the performance of the Bank’s intervention strategies and programs were moderately satisfactory.

Country Assistance Evaluation of Kenya
Japan has provided ODA to Kenya through various schemes. However, the recognition of Japan’s ODA to Kenyan citizens is not sufficient. In order to improve this situation, the Government of Japan needs to forge a public relations strategy that clearly appeals to the Kenyan society based on the principles of Japan’s contribution to Kenya’s important development agendas.

Country Assistance Evaluation of Pakistan
The evaluation has determined that policy relevance is very high, the results have been effective, and processes have been appropriately implemented; and, from the diplomatic viewpoints, that Japanese assistance to Pakistan has formed the basis of a positive diplomatic relationship between the two countries.

Evaluation of the Bank Group country strategy and program in Chad (2002–2012)
On the whole, Bank Group assistance performance in Chad over 2002-2012 is deemed moderately satisfactory. Investments made in the area of infrastructure have helped create conditions for the sustained and inclusive growth of the entire economy. However, the Bank's intervention in economic governance and public sector management has not been successful, thereby limiting its positive role in the country’s overall economic growth.

Partnership for Growth - El Salvador mid-term evaluation
The evaluation analyzes whether the Partnership for Growth (PFG) process demonstrates improvements over pre-PFG assistance approaches. In general, the evaluation team found that PFG has aided in positive movement of policy reforms in El Salvador. The initial PFG planning laid a good foundation for implementing the overall initiative. Additionally, PFG increased leverage for implementing USG development activities in El Salvador.
