12th meeting of the Forum on Tax Administration, Santiago 2019

Tax administrations are playing a critical role as governments start implementing new international measures to counter offshore evasion and combat tax avoidance by multinational enterprises. The FTA brings together Tax Commissioners from 53 of the most advanced tax administrations worldwide, including OECD and G20 countries, to work collaboratively on global tax administration challenges and take collective action to achieve common goals.

Topics for discussion included:

  • Priorities for the 2019-2020 FTA work programme within the framework of tax certainty, tax co-operation and digital transformation.
  • Deliverables on the current and a possible wider tax certainty agenda with a focus on BEPS, Country by Country reporting (CbC), the Mutual Agreement Procedure (MAP) and the exchange of rulings. Discussions will include the possibility of an expanded pilot of the international compliance assurance programme (ICAP 2.0)
  • Improving tax co-operation, in particular to advance our work on the effective use of information from the Common Reporting Standard (CRS) and the next steps related to the Sharing and Gig Economy, including how to assist policy makers in the development of a standardised reporting model for international exchange.
  • The implications of digital transformation for tax administration and collaborative future collaborative work, including the possibility of working together on a new framework – Tax Administration 2030 – setting out a pathway as well as the technological and organisational building blocks for digital transformation.
