Shenzhen is a stellar case of growth and economic transformation. Since its establishment as one of China’s first four Special Economic Zones in 1980, it has evolved at breakneck speed. Shenzhen transformed from a fishing village to a major world trade hub and is now home to global innovators in electronics. The Production Transformation Policy Review (PTPR) of Shenzhen, China reviews the city’s changing policy approaches, focusing on the shift from an assembly to a manufacturing centre and more recently to an innovation and start-up hub. Through a comprehensive assessment of Shenzhen’s experience, this review offers insights into the range of policies and strategies employed to stimulate industrial upgrading and learning in China. It provides lessons and actionable policy recommendations for the growth of cities and emerging economies in their catching-up journey. The PTPR of Shenzhen, China has been carried out in the framework of the OECD Initiative for Policy Dialogue on Global Value Chains, Production Transformation and Development and has benefitted from government-business dialogues and international peer learning (University of Seoul, Korea; University of Georgetown, USA and Digital India Foundation, India).

Public procurement represents a major share of government spending. Even though adequate regulatory and strategic frameworks exist, the uptake of responsible business conduct considerations in public procurement is relatively low. Given the relevance of the economic argument for governments, this paper provides insights for policy makers and practitioners on the economic benefits of integrating responsible business conduct in public procurement supply chains. It analyses both direct and indirect economic benefits, and looks into the broader impact on businesses and individuals beyond national borders.

Foreign Direct Investment (FDI) provides an important source of financing in Jordan but its reform momentum needs to be sustained and deepened so that the benefits of investment can be shared more widely across society. This report examines how FDI can help Jordan meet Sustainable Development Goals in areas of productivity and innovation, job quality and skills, gender equality and decarbonisation. It provides an overview of the country’s institutional framework for investment and sustainable development and analyses arrangements to ensure policy coordination, stakeholder consultation and evaluation of policy impacts. It also examines the mix of government policies that are currently in place to attract the investment that contributes to sustainable development, noting areas for priority policy reforms.

Foreign direct investment (FDI) is an important source of finance for governments looking to meet global commitments on sustainable development. But, beyond the quantity of FDI, its quality also matters. The FDI Qualities Policy Toolkit complements the OECD Policy Framework for Investment by providing more detailed and tailored guidance on priorities for policy and institutional reforms that can enhance the impacts of investment in four areas of the Sustainable Development Goals (SDGs): productivity and innovation, job quality and skills, gender equality, and decarbonisation.

This pilot monitoring report assesses Moldova’s anti-corruption framework and practices based on the criteria to test the new methodology for the 5th round of monitoring under the Istanbul Anti-Corruption Action Plan. The report analyses Moldova’s anti-corruption policy, including the development of an evidence-based anti-corruption strategy, adoption of legislative provisions and establishment of dedicated bodies responsible for the enforcement of these provisions. For each area of analysis, the report identifies areas for improvement and provides recommendations.
