Green hydrogen, produced using clean energy sources like renewable power, can contribute to the transition to a low-carbon economy and decarbonise various end-use sectors. According to various scenarios, at least two-thirds of the global hydrogen production is projected to originate from renewable power (“green hydrogen”) by 2050, supporting the transition to a net-zero emissions global energy system. To support governments looking to enable investments in green hydrogen, CEFIM will assess the salient challenges faced by countries, highlighting benefits and propose a systemic approach to identify opportunities to unlock investment in the hydrogen value chain in emerging and developing countries, through implementation-support activities and investor dialogues, complemented by regional peer-learning activities to support the facilitation of this goal.
This Working Paper is meant to create discussion in support of shaping an agenda on green hydrogen for the OECD’s CEFIM programme in its partner countries from emerging and developing economies. It reflects on the opportunities to develop green hydrogen projects with a value chain backdrop. It focuses on understanding the business cases and economic drivers, and identifying suitable policy to bridge the viability gap and unlock investment.

The following case studies were carried out with companies that have developed demonstration projects and/or are in the process of developing large-scale projects, in order to shed light on the success factors of pioneer green hydrogen projects. Case studies were selected from emerging and developing countries wherever possible, or from developed economies where the former can take advantage of key learnings. Selected projects and companies cover several end applications for green hydrogen, including industry, transport and energy applications.
The company case studies have been informed by background desk-based research covering the companies’ publicly available information. In order to gather additional information and insights on the green hydrogen projects, semi-structured interviews were conducted with the relevant company representatives. Subsequently, the case studies prepared by the OECD were vetted by the companies ahead of their publication.
