    Leadership for a high performing civil service - Towards senior civil service systems in OECD countries

    Public service leaders – senior civil servants who lead and improve major government functions – are at the heart of government effectiveness. They translate political direction into the policies and programmes that keep citizens healthy, safe, and economically productive. In order to do so, however, they need to have both the right skills and institutional support to deploy them effectively. This paper summarises insights from a recently completed project that addressed this challenge. First, the paper identifies four leadership capabilities that are necessary to respond to complex policy challenges: values-based leadership, open inclusion, organisational stewardship, and networked collaboration. Second, the paper outlines a model for assessing senior civil service systems, i.e. the policies, processes and tools needed to develop these capabilities and support leaders in using them. The paper concludes with recommendations to help governments take a systematic approach to the development and management of their public service leaders.

    Innovation Skills and Leadership in Brazil's Public Sector - Towards a Senior Civil Service System

    In Brazil, as in other countries, innovation in the public sector is a core leadership challenge. Reflection is required on who these leaders are, what they should be able to do, and how they should be selected and held accountable to achieve results. This study establishes a new assessment framework for senior civil service (SCS) systems, based on the 2019 OECD Recommendation on Public Service Leadership and Capability. Using this framework, the study assesses Brazil’s current system and recommends specific actions to improve it. The report also contributes to a broader debate on public leadership competencies in public sector innovation, and the systems needed to appoint the most effective people and help them achieve results.

    Benchmarking Civil Service Reform in Kazakhstan

    Civil service modernisation is a key priority in Kazakhstan. This report uses the OECD's Survey on Strategic Human Resource Management (HRM) in central governments to examine how Kazakhstan’s practices compare against OECD countries in several strategic areas. It explores how Kazakhstan is looking at skills and competencies throughout the employment cycle; how performance and pay systems contribute to improving public service quality, accessibility and responsiveness; and the role leaders and managers play in the reform implementation process. The report suggests areas for further improvement to help Kazakhstan develop a professional, strategic and innovative civil service.

    Skills for a High Performing Civil Service

    Civil servants make an important contribution to national growth and prosperity. Today, however, digitalisation and more demanding, pluralistic and networked societies are challenging the public sector to work in new ways. This report looks at the capacity and capabilities of civil servants of OECD countries. It explores the skills required to make better policies and regulations, to work effectively with citizens and service users, to commission cost-effective service delivery, and to collaborate with stakeholders in networked settings. The report also suggests approaches for addressing skills gaps through recruitment, development and workforce management.

    Fostering Innovation in the Public Sector

    Public sector innovation does not happen by itself: problems need to be identified, and ideas translated into projects that can be tested, implemented and shared. To do so, public sector organisations must identify the processes and structures that can support and accelerate innovation. This report looks at how governments can create an environment that fosters innovation. It discusses the role of government management in inhibiting or enabling innovation, and the role that specific functions such as human resources management and budgeting can play. It suggests ways to support innovation – including by managing information, data and knowledge – as well as strategies for managing risk. Drawing on country approaches compiled and analysed by the OECD Observatory of Public Sector Innovation, the report presents a framework for collecting and examining data on the ability of central government to foster public sector innovation.
