Summary of the report:
The Global Forum rated the United Arab Emirates (UAE) Largely Compliant with the international standard of transparency and exchange of information on request. This reflects important progress since the previous report from 2016, where the UAE was rated Partially Compliant. Most importantly, the UAE improved its internal processes to obtain and exchange information, resulting in a steady information flow to its partners. Nevertheless, the large amount of requests received (representing more than 1 400 access actions in the UAE in the review period from 1 April 2015 to 31 March 2018) remains a challenge and the UAE should ensure it has all necessary resources in place to respond in a timely manner. In respect of the availability of information, the framework to ensure that beneficial ownership is available has recently been overhauled. While it has the potential to be a robust framework in practice, its implementation is still in the early stages and the UAE should ensure that it is effectively implemented, with appropriate monitoring carried out.
