Mainstreaming Climate Resilience in Infrastructure in Indonesia

The workshops on Mainstreaming Climate Resilience in Infrastructure Planning and Investment were held on 18-19 December 2023, in Jakarta, Indonesia. These workshops provided a platform to gather valuable insights into the existing policies and tools available in Indonesia to support the development of climate-resilient infrastructure. Approximately 40 participants attended from various governmental bodies including the Ministry of Public Works and Housing, the Ministry of Agrarian Affairs and Spatial Planning, the Ministry of Transportation, the National Research and Innovation Agency, the National Disaster Management Authority, the Meteorology, Climatology and Geophysical Agency, and the Ministry of Communication and Informatics. Additionally, representatives from several Bappenas units responsible for infrastructure projects and climate policies were present. SIPA Partners, namely WWF and IISD, participated both online and in person.

 

The workshops consisted of three thematic sessions covering climate risk assessment, nature-based solutions, and the role of local governments. During each session, the OECD provided a preliminary assessment of the existing enabling environment and facilitated discussions among relevant agencies. Furthermore, three peer-learning sessions were conducted, inviting researchers, organisations (such as WWF and IISD), and countries (including Korea, Sweden, the Philippines, and the Netherlands) to share their experiences. These peer-learning opportunities were followed by Q&A sessions. The roundtable discussions highlighted the fragmented approach to topics in Indonesia, hindering the mainstreaming of climate resilience and the peer-learning sessions fostered intense discussions and inspired participants to identify key priorities and ideas. Subsequently, a local deep dive was organised in Semarang city on 20-21 December 2023 to identify the primary barriers and challenges faced by local governments in integrating climate resilience into infrastructure development. Semarang city was chosen based on its notable achievements over the past 20 years.
