Trends in Arrangement official export credits (2011-2021)

The following charts and tables provide an overview of basic trends in the volume of export credits from official sources that were provided by OECD member countries during the period 2011-2021. For practical reasons, the scope of official export credit transactions included in the charts and tables is limited to those transactions with a repayment term of two years or more that were provided in conformity with the Arrangement on Officially Supported Export Credits (the “Arrangement”). Although all “export credits from official sources” are supported on Arrangement terms and conditions by the majority of OECD member countries, some countries provide official export credits on other than Arrangement terms and conditions. Since these transactions generally have not been reported according to the agreed individual transaction reporting system, only statistics on Arrangement official export credits are presented.

The amounts shown represent value of “committed” credits that were provided directly or that were insured or guaranteed by the official source.

1. Arrangement Official Export Credits (Billion USD)

Notes: Core” business refers to official export credits supported according to the rules found in the body of the Arrangement (Chapter II) or one of the following annexes: (1) nuclear power plants (Annex II), (2) renewable energy, climate change mitigation and adaption and water projects (Annex IV), (3) rail infrastructure (Annex V), (4) coal-fired electric power generation (Annex VI), (5) project finance transactions (Annex VII). "ASU" business refers to aircraft supported under the terms and conditions of the Aircraft Sector Understanding (Annex III). "SSU" business refers to ships supported under the terms and conditions of the Ship Sector Understanding (Annex I).

Cash flow

Members of the Export Credits Group report cash flow data on a yearly basis with a view to identifying trends relating to new business, claims, recoveries, etc. and to consider Export Credit Agencies’ positions regarding the obligation provided in the Arrangement to charge premium rates that are not inadequate to cover the long-term operating costs and losses of their export credit programmes.
