The Phase 2 review rates Israel as overall partially compliant with the international standard. Israel has substantial experience in exchange of information covering 54 treaty partners. It is considered by its partners as an important partner, however, there are certain areas in Israel’s legal framework and its implementation which have negative impact on effective exchange of information. It is therefore recommended that Israel makes improvement in these areas which relate mainly to clarification and exercise of access powers and allocation of resources for exchange of information purposes so that it can provide the requested information in a timely manner.
