Ministers representing the nations of South East Europe met in Vienna on 18 July 2002 under the auspices of the Stability Pact Investment Compact to sign this declaration on common principles and best practices designed to attract private investment in the region.

La réforme de l’enseignement, de la formation et des ressources humaines fait partie intégrante de la transition vers une société démocratique et une économie de marché. La Roumanie a progressé dans tous ces domaines depuis le début de la réforme en 1990. Pourtant, le véritable élan de changement est plus récent puisqu'il date de la publication de La Réforme de l’éducation aujourd'hui par le ministère de l’Éducation nationale en 1997.
