Training Workshop on Regulatory Impact Assessment (RIA)

 

LIMA, PERU, 22-24 MAY 2017

 

The purpose of this workshop (22 sessions held over 3 days led by OECD Officials and 2 international experts from Mexico and the Regulatory Delivery Office of the United Kingdom) was to train officials from several government agencies at the Ministry of Economy and Finance (MEF) in Lima on the elaboration and evaluation of RIA. Applying RIA in the regulatory making process can increase the level of transparency, accountability, monitoring, compliance, and quality of regulation for the benefit of government efficiency and competitiveness.

 

The course was held in compliance with the OECD recommendations on regulatory policy in Peru presented in the report “OECD Reviews of Regulatory Reform, Regulatory Policy in Peru: Assembling the Framework for Regulatory Quality” (released August 2016) and part of the OECD Country Programme of Peru.

 

The highlights of the workshop included:

  • Problem definition, policy objective, alternatives, impact evaluation, stakeholder engagement, competition assessment, implementation of RIA
  • 9 case studies 
  • Active engagement with the workshop  facilitators

Over 90 officials from the MEF, the Presidency of the Council of Ministers (PCM), Ministry of Justice (MINJUS), Ministry of Trade and Tourism (MINCETUR), Ministry of Culture, Agriculture and Irrigation (MINAGRI), Ministry of Health (MINSA), Ministry of Labour and Employment Promotion (MINTRA), regulatory bodies on competition (INDECOPI), on telecommunications (OSIPTEL), on energy (OSINERGMIN), on transport infrastructure (OSITRAN) and on water (SUNASS), among others, attended the workshop..
