- The progress review finds that the PUC has made substantial advances in implementing the recommendations made by the OECD as part of the performance assessment review of PUC of 2016. Considering the breadth and scope of the previous OECD recommendations, this required both advocacy for legislative changes and the improvement of the PUC’s own regulations and processes.
- In particular, significant positive changes include a new fee-setting process, a shift towards incentive regulation, a new staggered selection process for board members and the establishment of an advisory council.
- Going forward, the PUC can continue to improve the measurability and accountability of its own progress by reporting on a set of key performance indicators linked to its strategic objectives.
