IOB Study: Linking Relief and Development: More than old solutions for old problems?

The need to link relief, rehabilitation and development (LRRD) has been discussed for decades. Yet, in practice, there is little updated analysis available on the topic and many fundamental challenges still remain today.Building mainly on existing evaluations and research, as well as on interviews with a range of experts in this field, the study discusses the different challenges to linking humanitarian aid to development.

This evaluation of the international support to the peace process in Nepal focuses on the contributions made by Denmark, Switzerland and Finland in the period from 2006 to May 2012. The contributions by these focal development partners are viewed in the context of support from other development partner countries, especially where provided through joint funds.

An Independent Evaluation of the Assistance of the African Development Bank to Fragile States 1999-2010

This independent evaluation of the African Development Bank’s assistance to fragile states, acknowledges that the Bank has made progress and had a positive impact. However, it calls for a “change in direction” to allow the Bank’s vision for its work in fragile situations to be implemented in practice. The Bank now needs to reorganize and plan to strengthen support to member countries that are going through periods of instability.

The Foreign and Commonwealth Office and British Council Aid Responses to the Arab Spring

This evaluation assesses how effectively the Foreign and Commonwealth Office and the British Council responded to the ‘Arab Spring’ through their bilateral aid programmes. Following the wave of democratisation movements that swept the Middle East and North Africa (MENA) from late 2010, the UK Government established the Arab Partnership, with £110 million in programme funds over four years.

Results: good, but too local - Summary of the cross-section evaluation Crisis Prevention and Peacebuilding

The evaluations clearly show that the projects and programmes themselves cannot influence overall political conditions, nor are they able to change local, much less national, power structures. That also means they must be able to adjust to swiftly changing conditions in order to retain their development policy-relevance.
