Independent Evaluation of Non-Sovereign Operations, 2006-2011
This evaluation reviewed a portfolio of 137 investments approved by the AfDB Board between 2006-2011, which account for a total approved investment volume of UA 3.9 billion, of which UA 3.5 billion is committed. It assessed four aspects of the NSO portfolio: the strategic alignment of the portfolio; the performance; the risk management framework and the risk exposures, and Institutional efficiency.

The Foreign and Commonwealth Office and British Council Aid Responses to the Arab Spring
This evaluation assesses how effectively the Foreign and Commonwealth Office and the British Council responded to the ‘Arab Spring’ through their bilateral aid programmes. Following the wave of democratisation movements that swept the Middle East and North Africa (MENA) from late 2010, the UK Government established the Arab Partnership, with £110 million in programme funds over four years.

DFID’s Use of Contractors to Deliver Aid Programmes
DFID uses private sector contractors to assist in delivering aid, accounting for 9% of its aid expenditure in 2011-12. Their roles range from procuring equipment to providing technical advice, to delivering programmes. This report focuses on contractor programme delivery, likely to remain an important option for DFID given its increasing budget and focus on fragile and conflict states.

The Role of the IMF As Trusted Advisor - RITA
This evaluation examines in what circumstances the Fund is viewed as a trusted advisor to its member countries. It uses evidence gathered since 2005, but emphasizes the period since the onset of the global crisis in 2007–08. Because the concept of trusted advisor is “in the eyes of the beholder,” the evaluation derives the main attributes from country authorities themselves.

Evaluation of Payment by Results: Current approaches, future trends
What does emerge strongly from the evidence base is that payment-by-results needs to be implemented as part of a package that includes other forms of supports and services. The underlying complexity of each intervention presents a serious challenge to implementation and evaluation, inhibiting meaningful generalisation without identification of the specific mechanisms at play.

Evaluation of DFID’s International Citizens’ Service (ICS)- Pilot Programme
The 18-month pilot programme, International Citizen Service (ICS) supported young British citizens to contribute to development through international volunteering and generated knowledge to inform future youth volunteering programmes. The ICS pilot programme was both innovative and highly ambitious in seeking to demonstrate and understand how diverse cohorts of young volunteers can achieve development impacts.

Independent External Evaluation of the Joint Financing Arrangement II (JFA-II) Support of Pooled Fund Partners to the 2010-2012 ECA Business Plan
The two objectives of the external evaluation were to assess the impacts of ECA’s sub-programme interventions in strengthening/enhancing capacities of Member States (MS), Regional Economic Communities (RECs) and the African Union and its Secretariat and to assess the extent to which the successful results/impacts of ECA’s sub-programmes can be attributed to the Joint Financing Arrangement (JFA) mechanism.

Independent Evaluation of Delivering as One
This report summarizes the work of the independent evaluation of lessons learned from the Delivering as One (DaO) pilot countries. The Delivering as One approach emerged from a process of intergovernmental decision-making on the UN system’s operational activities. Triennial comprehensive policy review resolutions adopted in 2001, 2004 and 2007 called for a strengthening of the UN development system.

Finnish Concessional Aid Instrument
The main conclusion of the report is that the scheme rates poorly on most of the criteria. Lack of proper monitoring and evaluation is a major weakness and all concessional credit projects lack indicators for the determination of the baseline and the results.

Comme instrument de lutte contre la pauvreté, le programme n’a pas été efficace dans le cas de la RDC. D’abord, les montants des dépenses financés par l’allègement sont relativement réduits et peuvent donc n’avoir que des effets limités.
