The Promoting Institutions of the Public Debt Management (PDM) Network held the first Public Debt Management Conference in Paris on 4-5 September 2019. Nineteen papers were presented in eight sessions, focusing on the areas of sovereign asset and liability management, modeling the cost and risk tradeoff in public debt management, approaches to debt sustainability and government securities market. The Public Debt Management Network (OECD/Italian Treasury/World Bank) is organising a Public Debt Management Conference at the OECD Headquarters in Paris, France, on 4-5 September 2019.
This conference is among the few events specifically aimed at promoting dialogue among policy makers (debt managers, central bankers, regulators), academics and market practitioners (investors, dealers, market infrastructures’ managers), to encourage knowledge sharing and collaboration across organisational and disciplinary boundaries. It will explore techniques, analysis and proposals to improve the management of public debt in the context of a shifting macroeconomic, geopolitical, regulatory, and technological environment.
During the two days, presentation of papers selected by the conference's organising committee will be followed by audience discussions.

AboutThe Public Debt Management (PDM) Network is an initiative fostered by the OECD, the Italian Treasury and The World Bank. The Italian Treasury and the OECD established the PDM Network in 2004 as a result of a proposal made during the 2001-2002 meetings of the OECD Working Party on Debt Management. In 2013, the World Bank also joined the collaboration. Since its launch in 2004, the PDM Network remains an original and unique initiative in the field of international co-operation between governments and super-national institutions.
The PDM Network promotes international dialogue among public debt managers, as well as other institutions, scholars, practitioners and the general public. To this end, the Network’s website, www.publicdebtnet.org, provides a continuous multilateral flow of information about all aspects of public debt management and bond market developments.
Through its website, users have at their disposal a rich documentation area including the most recent research papers, reports, events and courses, selected from the most important academic and financial internet sources on issues relating to public debt management policies, with topics reflecting the broad range of tasks a debt manager may be involved in.
Users can also subscribe to the PDM Network newsletters: the weekly newsletter "Emerging Soverign Debt Markets News" reports on the sovereign debt markets of emerging/developing countries across Africa, Asia, Europe, and Latin America, while the bimonthly "PDM NETWORK Newsletter" collects papers, reports, courses and other events concerning public debt management.
