In June 2017 the OECD held a discussion to explore possible implications for competition agencies from innovations such as: Peer-to-Peer (P2P) electricity trading between consumers; electricity service companies (ESCOs, or multi-utility service companies, MUSCOs) that sell energy not by the KWh but as a service (e.g. lighting) which they seek to make energy efficient to reduce costs; third party demand aggregators that sell demand-side responses to grid operators in exchange for discounts for their customers; and transmission operators investing in creating ‘super-grids’. The discussion looked at whether regulation is keeping pace with change, and, what the impact on the activities of competition agencies might be.
