This capacity building workshop was held in co-operation with Mexico's Federal Economic Competition Commission (COFECE) and explored techniques employed by competition agencies in order to improve their cartel detection record and case management, as well as techniques in cartel investigations (e.g. bid rigging cases), with a special emphasis on screening, dawn raids, and interview techniques. The workshop was organised into three sessions, each devoted to the different phases of the enforcement process: the detection phase, the investigation phase, and the case resolution phase. Selected national competition authorities shared their insights on the three topic areas, drawing from their practical experience and recent cases. In addition, participants were given the opportunity to take part in two practical exercises – dawn raids and interviews – aimed at applying the lessons learned and at stimulating the discussion on specific points. The workshop provided participants with a better understanding of the challenges arising in cartel cases, and with solutions from agency practice that can help address them.
