The Inclusive Forum on Carbon Mitigation Approaches (IFCMA) is the OECD’s flagship initiative designed to help optimise the global impact of emissions reduction efforts around the world through better data and information sharing, evidence-based mutual learning and inclusive multilateral dialogue. It brings together all relevant policy perspectives from a diverse range of countries from around the world, participating on an equal footing basis, to take stock of and consider the effectiveness of different carbon mitigation approaches.
Consistent with the principles of the multilateral climate policy architecture as set out in the Paris Agreement, countries use or plan to use a widely varied set of emissions reduction policies – both price-based and non-price-based – as tailored to different national circumstances. To achieve the shared global objective of net zero emissions, the key challenge is to optimise the combined global impact of all these individual emissions reduction efforts. This is what the IFCMA helps to facilitate through data and information sharing, mutual learning and inclusive multilateral dialogue.
By taking stock of different carbon mitigation approaches, mapping policies to the emissions they cover, and estimating their comparative impact in terms of emissions reductions, the IFCMA is enhancing understanding of the comparative impact of the full spectrum of carbon mitigation approaches deployed around the world and their combined global impact. Simultaneously, with its work to identify and address the challenges inhibiting the widespread use of carbon intensity metrics, the IFCMA supports the development of more accurate, timely, and granular carbon intensity metrics, which can play a crucial role in emission reduction efforts by governments, businesses, and consumers.
Working together in the IFCMA on an equal footing basis, over 55 members who have joined to date continue to contribute to more coherent and better coordinated approaches to global mitigation efforts. The IFCMA's Steering Group, composed of 12 members, sets the agenda for the IFCMA's meetings and ensures continuity of the work.

The IFCMA was launched in February 2023, bringing together more than 600 senior government officials and delegates representing 104 countries and jurisdictions and 9 international and other organisations from around the world, to discuss the challenges facing governments in accelerating the low-carbon transition, and the role that the IFCMA could play in supporting improved data and information sharing, evidence-based mutual learning and multilateral dialogue. > Watch the replay or download the agenda |

The IFCMA supports better understanding of the combined global impact of policies by producing comprehensive and systematic data, information, and tools to analyse the effects of mitigation and mitigation-relevant policies and policy packages on emissions. Its work will support evidence-based mutual learning, enable policy makers to showcase and discern good practice, and help inform future policy decisions in countries around the world. The IFCMA is not intended to serve as a standard-setting body, nor as a forum to “rank” countries.
A key aspect of the IFCMA’s mandate is to provide a platform for member-driven inclusive multilateral dialogue.
As a “safe space” for peer exchange and mutual learning, the inclusive multilateral dialogue enables countries to consider a wide range of climate change issues in a non-negotiation setting. By bringing together different country perspectives and supporting a common understanding on key issues, the IFCMA can contribute to a globally more coherent and better coordinated approach to carbon mitigation efforts and ensure that the efforts of individual countries help mitigate global emissions and do not just shift emissions to other parts of the world.
The IFCMA is working with key international organisations, including the United Nations Framework Convention on Climate Change (UNFCCC), World Trade Organization, World Bank Group, International Monetary Fund, and International Energy Agency, to build synergies and avoid duplication of efforts.
The consistent and comparable information being generated by the IFCMA can contribute to important international efforts, especially those under the UNFCCC and the Paris Agreement. The IFCMA and UNFCCC Secretariat are closely working together to ensure that the IFCMA’s outputs are well aligned with the Enhanced Transparency Framework, Global Stocktake and Mitigation Work Programme under the Paris Agreement. In the spirit of this close cooperation, the IFCMA and UNFCCC Secretariats organised a high-level side-event at COP28 in Dubai on 3 December 2023 on how best to exploit synergies. The event was opened by the OECD Secretary General Mathias Cormann and by the Executive Secretary of the UNFCCC Simon Stiell.
