Measuring progress in the implementation of national adaptation policies

With growing impacts of climate change across the world, countries are increasingly making climate change adaptation a policy priority. Assessing progress in the implementation of national adaptation policies is a critical step in understanding how adaptation efforts contribute to strengthening climate resilience, and whether they do so effectively.

This stream of work aims to enhance adaptation measurement, by:

  • taking stock of country practices and highlighting emerging good practices
  • providing guidance on designing adaptation measurement frameworks
  • identifying relevant adaptation indicators

This roundtable, organised by the OECD and the UK Department for Environment Food and Rural Affairs (Defra), discussed the critical need for, as well as existing challenges and achievements in, measuring progress in the implementation of national adaptation policies.

This meeting, co-convened by the OECD and the UK Climate Change Committee, brought together members of the OECD Task Force on Climate Change Adaptation and international experts working on adaptation measurement. Experts from countries and other organisations shared experiences and discussed progress and challenges in developing measurement frameworks and instruments.

Task Force on Climate Change Adaptation
The OECD Task Force on Climate Change Adaptation (TFCCA) brings together over 70 countries and organisations to promote concrete solutions and accelerate policy action on climate adaptation. It provides policy makers with a platform to discuss and exchange experiences, best practices and the latest research on climate variability, adaptation and resilience.

 

Relevant work

  • The OECD International Programme for Action on Climate (IPAC): Through regular monitoring, policy evaluation and feedback on results and good practices, IPAC helps countries strengthen and co-ordinate their climate action. Its Climate Action Dashboard features key indicators on climate action and will be refined as new indicators become available.


  • The OECD-IEA Climate Change Expert Group (CCXG): The group promotes dialogue and enhances understanding on key issues in the international climate change negotiations. It holds two Global Forums annually. A key topic of the recent Forum included issues relating to the global goal on adaptation in the context of the first global stocktake and the Glasgow–Sharm el-Sheikh work programme.
