Events and Activities in 2011

Capacity building seminar on "New strategies for tourism and local development in the Mediterranean region", Trento, Italy, 4-7 December 2011 
The highly interactive 5-day capacity building seminar brought together national, regional, and local policy-makers and practitioners, in the Mediterranean region, to work with OECD and international experts in order to share and increase knowledge and awareness on tourism and local development in the Mediterranean region, by focusing also on the following relevant issues: (i) governance; (ii) entrepreneurship and job creation; (iii) skills; and (iv) livability, landscape and global events.


This 3.5-day seminar discussed how to tackle some of the primary challenges SMEs face, addressing the following issues related to SME policy tools and instruments: (i) business cooperation and local governance; (ii) technology, innovation and green growth; and (iii) access to finance. The seminar was addressed to participants from Eastern Europe and South Caucasus - Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine - committed to the topic of SME development and policy, and willing to contribute to build a highly interactive environment, by sharing their experiences and learning from each other.

International conference on "Building quality jobs in the recovery", Dublin, Ireland, 13-14 October 2011
This international conference brought together over 200 government officials, business representatives, local partnerships, leaders and social entrepreneurs, experts and academics, to discuss how communities can respond to these pressing labour market problems. The conference reviewed and drew lessons from successful past experiences and innovative solutions available today to identify how labour market policy, skills development and training policies can contribute to sustainable employment creation, through co-ordination with long-term economic development and local strategies. The event was structured around four thematic issues: (i) long term unemployment; (ii) youth unemployment; (iii) social economy; and (iv) early childhood supports.

International Summer School for cooperation and local development, Trento, Italy, 18-28 July 2011
The scope of the School is to organise specialised courses on socio-economic development and to create an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues. The second edition of the Summer School on “Community and local development: fostering social cohesion and sustainability" took place from 18 to 28 July 2011 in Trento.

Conference on "Local and regional strategies to relaunch economic and employment development", Trento, Italy, 8 July 2011
High level policy makers, economists and representatives of international and European institutions discussed the future of global economic and financial development and debated the crucial role played by regions and localities in the recovery and development of economic competitiveness. The conference provided a means to exchange good practice and drew up policy recommendation to achieve tangible results.


This report sets out the main analysis and recommendations of the tourism policy review of Italy. It  assesses the current state of tourism performance in Italy, its framework conditions and business environment, the existing set of tourism policies and programmes, especially in the area of statistics, promotion and education and training.  The report presents a series of policy recommendations intended to support policy and programme development in Italy in order to develop and strengthen further the tourism sector and to provide inspiration to policy makers in other countries faced with similar challenges.

6th Festival of Economics in Trento, Italy, 2-5 June 2011
In the framework of the 6th Festival of Economics on "The borders of economic freedom", the OECD LEED Trento Centre, in cooperation with the School on Local Development of the University of Trento, organised a round-table session on "Labour and productivity: the role of institutions, trade unions and business in the current economic crisis", which took place at the OECD Trento Centre (Vicolo S. Marco, 1) on Friday 3 June at 11.00 am.

Study visit on "Green skills in the Autonomous Province of Trento", Trento, Italy, 15 April 2011
Within the Green Jobs Learning Forum promoted by the ILO, the Trento Centre organised an intense morning discussion involving local representatives to consider sustainable development strategies in the Autonomous Province of Trento, what the role of local networks in greening skills is and how local initiatives have transformed, transferred and created new skills, and thus become best practice models for the green sector.

The Seventh Meeting "Doing more with less: local partnerships’ role in the recovery", Vienna, Austria, 10-11 March 2011
To get more from the limited funds available, localities have to maximise every opportunity to foster growth. Employment, economic development and inclusion programmes can no longer be designed in policy silos. How are local development actors adapting to this new reality and the innovations emerging on the ground to respond to these new challenges?

Conference on "Improving social inclusion at the local level through the social economy. Presentation of the OECD report", Ljubljana, Slovenia, 17 February 2011
This conference presented the report prepared for Slovenia as part of the OECD LEED "Improving social inclusion at the local level through the social economy" project in the framework of the Forum on Social Innovations. A team comprising members of the OECD LEED Secretariat and external experts visited Slovenia in January 2010 and in April 2010 for two study visits, to examine the role, both real and potential, of the social economy, and the support which could be given to the social economy to allow it to fulfil that potential.

Local development capacity assessment in EU candidate countries and potential candidates in the Western Balkans: a LEED Project for 2011/2012
This joint initiative by the European Commission Enlargement Directorate-General and the OECD LEED Programme is focused on providing an assessment of the current local development capacity in view of EU accession in the EU Candidate countries and potential candidates in the Western Balkans, notably: Albania, Bosnia Herzegovina, Croatia, Former Yugoslav Republic of Macedonia, Kosovo (under UNSCR 1244), Montenegro and Serbia.

Review on "Supporting survival and growth of graduate entrepreneurship: skills, competences and start-up support in Germany", 2011/2013
This project continues OECD LEED work on university entrepreneurship support started in 2006 in the framework of the ongoing collaboration between the Commissioner for the New Federal States, the eastern German Länder and the OECD LEED Programme. The aim of this project is to provide advice for policy makers at Federal and Land levels, and practical assistance to university management and practitioners in charge of business start-up and early growth support, on how to improve the current strategy, infrastructure and practices in supporting new and young firms emerging from universities in order to increase the birth and growth rates.

Review on "Entrepreneurship support in Tunisia - The role of universities", 2010/2012  
This review will provide Tunisia with an assessment of practices in place for training of entrepreneurship skills and competences and a set of recommendations for policy improvements, including  international learning models example and a policy action plan.

Capacity building seminar on "New strategies for tourism and local development in the Mediterranean region", Trento, Italy, 13-16 December 2010
The seminar aimed to build and share the knowledge and know-how of participants on how to develop integrated strategies based on sustainable tourism and build new and innovative tourism policies, which reflect local characteristics and which address local need, engaging local communities. Mechanisms to ensure vertical and horizontal co-operation among all stakeholders and how to build entrepreneurial, including social entrepreneurship, tourism capacities and develop specific tourism skills were also explored.

Capacity building seminar on "Local development, innovation and social capital", Trento, Italy, 8 November 2010 
A delegation from the Korean Ministry of Employment and Labour and Korean provincial governments visited the Trento Centre to examine strategies for stimulating local employment through innovation, entrepreneurship and the social economy. Following the sessions held at the Trento Centre, a visit to the Autonomous Province of Trento’s Labour Agency was undertaken.

Workshop on "Measuring local development policy delivery", Paris, France, 4 November 2010
This forth FIELD workshop reviewed the innovative tools and methods used as part of local information systems by local development organisations to: i) measure the factors that impact on the effective delivery of local policies; ii) identify policy needs, shape policies and programmes that can best address these needs, and; iii) understand if policies are bringing results.

Capacity building seminar on "Universities, skills and entrepreneurship", Trento, Italy, 18-20 October 2010
Much can be learned from an international exchange of information about the rationales behind university entrepreneurship support and local partnerships to foster the birth and growth of new firms. The seminar explored strengths and weaknesses of different approaches, examined what constitutes good practice in local entrepreneurship support and discussed potential pitfalls.

Study visit for local development practitioners on "Partnerships & the green economy", Graz, Austria and Slovenia 11 – 13 October 2010
The study visit was organised for a selected group of local development practitioners to review the green experience of the Austrian Province of Styria. The study visit provided opportunities to meet with people from institutions responsible for different issues of green policies, e.g. entrepreneurial support, labour market and skills development, environment and regional development, as well as with representatives from enterprises and project promoters.

Report on "Sustainable tourism and local development in Apulia region", Italy, 8 October 2010
This report is the final output of the project on "Sustainable tourism and local development in Apulia region",Italy,  developed by the OECD LEED Programme in collaboration with the OECD Tourism Committee, which aims to assist the Regional Government of Apulia and its regional and sub-regional partners in reviewing policies and assets of the Region.

This third FIELD workshop reviewed the innovative tools and methods used as part of local information systems by local development organisations to: i) measure the factors that impact on entrepreneurship and SME development; ii) identify policy needs, shape policies and programmes that can best address these needs, and; iii) understand if policies are bringing results.

International Summer School for cooperation and local development, Trento, Italy, 26 July-5 August 2010
The OECD LEED Trento Centre for local development, the Training Centre for International Cooperation (TCIC) and the EAFIT University of Medellin have recently set up a joint “International Summer School for cooperation and local development”. The scope of the School is to organise specialised courses on socio-economic development and to create an international platform to exchange experiences and knowledge between public officers and practitioners from OECD member and non member countries that deals with cooperation and local development issues. The first edition of the Summer School on “Community and local development: defining a strategy of growth for localities” took place from 26 July to 5 August 2010 in Trento, in collaboration with the Trentino Federation of Cooperatives and EURICSE.


The aim of the report was to provide, from an international perspective, advice on how to strengthen and restructure the economy of the Marche region through the use of appropriate SME and entrepreneurship policies. This report set out the findings of the review. The report identified major considerations for policy development in the field, assessed the current challenges and opportunities for the Marche and advanced recommendations to improve policy and practice in the Marche region.

Workshop on "Understanding and measuring unemployment and exclusion from the labour market", Paris, France, 21 June 2010
This workshop reviewed the innovative tools and methods used by local development organisations as part of local information systems to measure the factors that impact on unemployment and exclusion; to identify policy needs, shape policies and programmes that can best address these needs, and; to understand if policies are bringing results.

Capacity building seminar on "Local strategies for greening jobs and skills", Trento, Italy, 9-11 June 2010
"Greening the economy" is today one of the most pressing issues in the majority of OECD countries. The seminar reviewed the impact of the climate change on local labour markets (including through regulations) and studied the different tools and methods that can be used to facilitate and best manage the transition to a greener local economy.

5th Festival of Economics in Trento, Italy, 3-6 June 2010
In the framework of the 5th Festival of Economics, the OECD LEED Trento Centre, in cooperation with the School on Local Development of the University of Trento, organised a round-table session on: “1989-2010 two decades of transformations in the new Europe: development choices and trajectories”, which took place at the OECD Trento Centre (Vicolo S. Marco, 1) on Friday 4 June at 3 pm.

Review of national and regional small and medium-sized enterprise policy linkage in Serbia, May 2010
The recommendations developed in this report are of two types: i) general SME policy orientation; and ii) issues arising from first application of the OECD IC-LEED analytical tool – the SSPI - to measure gaps between national and sub-national SME policy development and programmes. Recommendations linked to the first type focus on general issues arising from financial support for SMEs in Serbia. Recommendations of the second type are based on an analysis of gaps between SME policies found at the national level and those implemented in the regions covered by this project.

Handbook on "Shooting for the moon: good practices in local youth entrepreneurship support", April 2010
In the framework of the OECD LEED Forum on Partnerships and Local Governance this handbook presents a criteria list of good practice that can be read as a ‘tool’ to self-assess and re-orient current strategies, structures and practices in youth entrepreneurship support. Short descriptions of good practice initiatives from Austria, Canada, Denmark, Finland, France, Germany, Ireland, Portugal, Sweden, United Kingdom, the United States, and Ukraine provide useful guidance.

Workshop on "Measuring skills and human capital in local economies", Paris, France,12 March 2010
The objective of this workshop was to review the innovative tools and methods used, as part of local information systems, by local development organisations to: i) measure skills supply, demand and utilisation in local economies, ii) identify policy needs, shape policies and programmes that can best address these needs and iii) understand  if policies are bringing results.

The Sixth Forum Meeting "From Recession to Recovery: Local Partnerships to Rebuild Employment", Vienna, Austria, 16-17 February 2010
The 6th Annual Meeting of the OECD LEED Forum on Partnerships and Local Governance held in Vienna on 16-17 February 2010 brought together some 200 representatives of local partnerships, government officials, social entrepreneurs, business leaders, trade unions and academics to review how local development actors are adapting to this new reality and the innovations emerging on the ground to respond to these new challenges.

Review of SME and entrepreneurship issues and policies at national and local levels in Poland, March 2010
This report presents the findings by the Local Economic and Employment Development (LEED) Programme of the Organisation for Economic Co-operation and Development (OECD) of the local component of the "National review of entrepreneurship and SME policies"  in Poland. The review was undertaken by the OECD in collaboration with the Economic Development Department of the Polish Ministry of Economy.

Review on "Sustainable tourism and local development in Apulia region (Italy)", November 2009 - July 2010
The study of Apulia aims to review policies and assets of the region, so to provide recommendations and guidance to: (i) implement new sustainable tourism development strategies; (ii) strengthen the value of Apulia destination’s sites proposition;and (iii) foster skills and capacities at local level.

Final project meeting on "Models for social inclusion: results from five OECD case studies", Trento, Italy, 18 November 2009
The international seminar aimed to disseminate the results of an OECD LEED study on social inclusion undertaken in five Regions across Italy and Poland who are members of the ESF CoNET (European Social Fund Co-operation Network), a network of co-operation between Managing Authorities, Intermediate Bodies and Central Authorities that operate in the policy fields of the European Social Fund.

Capacity Building Seminar on "Getting the Young into Jobs: the Role of Partnerships", Trento, Italy 26-28 October 2009
Ensuring a smooth and quick transition from education to employment and fighting education drop-out trends are key objectives of youth policies across OECD countries. The seminar was addressed to those already working in partnerships on youth policies, or in the process of establishing a partnership in one of the following areas: (i) promoting entrepreneurship; (ii) youth skills initiatives; and (iii) integrating youth with accumulated disadvantages.

Supporting SMEs in a Time of Crisis: How to Choose the Right Actions
The capacity building seminar lasted for 3.5 days and was based on a mix of short presentations by OECD and international experts followed by discussion, group work around practical case studies developed by participants and trainers prior to the seminar, and group work exercises. The programme included study visits to Trentino entrepreneurship and SME development initiatives to view instruments used in the Province of Trento and considered as good practices by the OECD.

"Higher Education Institutions, Innovation and Entrepreneurship: Good Practice Workshop", Halle, Germany, 12 June 2009
The aim of the good practice workshop was to follow up the joint policy development project from LEED Programme of the OECD and the German Federal Ministry of Housing, Construction and Urban Affairs with a practical event to enable HEIs and policy makers from eastern Germany to exchange with each other and with participants from other countries around good practice in HEI entrepreneurship support, namely in entrepreneurship education and in start-up support. A rich and diverse programme also offered participants opportunities to engage in dept-interviews with those behind good practices.

Capacity Building Seminar for Local Development Practitioners on “Routes out of the Crisis – New Strategies for Skills and Employment”, Trento, Italy, 10-12 June 2009
The seminar began with a one-day session open to a wider audience of policymakers and practitioners involved in tackling the impact of the crisis on jobs and skills. Days 2 and 3 were structured around a mix of presentations by OECD experts followed by discussion and group work.

Strategic Evaluation Framework for Local Development Strategies in the Czech Republic, May 2009
A Report and a Guide on evaluation for local development strategies in the Czech Republic have been prepared by the OECD Local Economic and Employment Development Programme in collaboration with the the Ministry for Regional Development of the Czech Republic as part of the OECD LEED activity on “Strategic Evaluation Frameworks for Local Development”.

Evaluation of Local Development Strategies in Hungary, May 2009
A Report and a Guide on evaluation for local development strategies in Hungary have been prepared by the OECD Local Economic and Employment Development Programme in collaboration with the Ministry for National Development and Economy of Hungary as part of the OECD LEED activity on “Strategic Evaluation Frameworks for Local Development”.

"Strengthening Entrepreneurship and Economic Development in East Germany: Lessons from Local Approaches", Report, March 2009
The report  is the result of a two-year work programme on the challenges and opportunities for entrepreneurship development in East Germany undertaken by the Organisation for Economic Co-operation and Development, through its Local Economic and Employment Development Programme (LEED), in collaboration with the Federal Ministry of Transport, Building and Urban Affairs (BMVBS), Angelegenheiten der Neuen Länder department.

The Fifth Forum Meeting on "Building strong partnerships with the private sector for better jobs and inclusion", Vienna, Austria, 9-10 February 2009
How can collaboration with the private sector be strengthened to deliver better and more sustainable outcomes on the labour market? Answers to this issue of central importance to most partnerships today were sought at the 5th Annual Meeting of the OECD LEED Forum on Partnerships and Local Governance.

Capacity Building Seminar for New and Nascent Local Development Partnerships in Central-East and South-East Europe, Trento, Italy, 10-13 November 2008
The objective of this 2.5-day seminar was to improve the functioning of local partnerships. The seminar was aimed at local partnership practitioners and their counterparts in local and national governments. The seminar focused on three main themes: (i) what makes local partnership building successful?; (ii) what are the key elements of a national support framework for local development partnerships?; and (iii) how to manage and improve performance?

High Level Tourism Committee Meeting, Riva del Garda, Italy
Policy makers, industry leaders and tourism experts came together to discuss how the tourism economy must improve its competitiveness, and how tourism actors must use their resources more efficiently & more innovatively to develop and bring to the market products that are competitive in the world market.

Final Seminar on "Strategic Planning and Evaluation for Regional and Local Development in Latvia", Riga, Latvia, 17 June 2008
This seminar presented and debated the result of work undertaken by the OECD Local Economic and Employment Development (LEED) Programme on how best to support the design, implementation and evaluation of local development strategies in Latvia.

Capacity Building Seminar for Partnerships on "Designing and Delivering Skills Strategies for Cities", Trento, Italy, 11-13 June 2008
The objective of this seminar was to improve the capacity of partnerships to design and deliver integrated skills strategies. It focused on three main themes: (i) understanding local skills needs; (ii) building an integrated skills strategy and (iii) assessing the impact: moving from quantitative to qualitative assessment.

Round Table on "Local Governance in Local Development: the Role of Local Development Partnerships", Zagreb, Croatia, 10-11 March 2008
This round table was the conclusive part of the review project "Capacity Building for Effective Partnerships – An Active Review in Croatia" that the OECD LEED Programme and the U. S. Agency for International Development (USAID) mission in Croatia have jointly undertaken since 2007.

The Fourth Forum Meeting ‘Partnerships for Skills and Competitiveness, Vienna, Austria on 18 – 19 February 2008
The Fourth Forum Meeting sought to identify the best ways for partnerships to contribute to the design and implementation of skills development strategies which can boost competitiveness and make the economy more inclusive.

OECD Workshop on Partnerships for Development and Diffusion of Innovation, Trento, Italy, 31 January and 1 February 2008
The workshop, jointly organised by the OECD and the Autonomous Province of Trento, focused on partnerships (public-private and private-private) for the development and diffusion of innovation.

Within the framework of the Portuguese Presidency of the European Union, the Portuguese Ministry of Labour and Social Solidarity organised, in partnership with the OECD LEED Programme and the European Commission, a seminar on “Development of Skills, Local Development and Partnerships”.

OECD LEED Conference on “Perspectives on Strengthening Entrepreneurship in East Germany”, Berlin, Germany, 27 November 2007
The conference was part of the project "Strengthening Entrepreneurship and Economic Development in East Germany" that the OECD LEED Programme has undertaken since 2005 in collaboration with the Federal Ministry of Housing, Land, Construction, Transport and Urban Affairs, with the participation of the 6 eastern Länder.

Report on “Enhancing the capacity of partnerships to influence policy”, Trento, Italy, August 2007
The OECD LEED Programme has just released a report on "Enhancing the Capacity of Partnerships to Influence Policy” which gathers the experience of the two capacity building seminars organised by the Trento Centre for Local Development in close co-operation with the Forum office unit at the Centre for Social Innovation (ZSI) in Vienna Austria.

Local Economic and Employment Development (LEED Programme)
The review has been launched by the OECD LEED Trento Centre for Local Development in co-operation with the U. S. Agency for International Development (USAID) and its country mission in Bulgaria. It was an opportunity for policy makers at national and sub-national levels in Bulgaria to debate with international experts in refining the SME and tourism policy design and delivery.

2nd Festival of Economics in Trento, Italy, 30 May-3 June 2007
The city of Trento hosted for the second time the Festival of Economics which focused this year on issues related to human and social capital.  The event was organised in cooperation with the OECD Trento Centre for Local Development.

Review on "Strengthening entrepreneurship, innovation and economic development at local level", Croatia, 21-25 May 2007
The review was a joint project between the Organisation for Economic Co-operation and Development (OECD) and the U. S. Agency for International Development (USAID).

Capacity building for effective partnerships – An active review in Croatia, January-July 2007
The review was a joint project between the OECD and the U. S. Agency for International Development (USAID). It was implemented by the OECD LEED Trento Centre for Local Development, the USAID Mission to Croatia and USAID’s partner institution World Learning.

Capacity building seminar on “Enhancing the capacity of partnerships to influence policy”, Dublin, Ireland, 18-20 April 2007
This 2.5-day seminar was the second stage of a capacity building programme designed for experienced partnerships from OECD member countries. After a lively first seminar in Vienna, this second meeting allowed a more in-depth discussion on how partnerships can enhance their capacity to influence policy at the local, national and international levels.

The expert workshop on Local Development Policy and Performance Information Tools aimed at discussing the options for developing a framework for information collection, analysis and comparison for use by local development actors in Central and Eastern Europe.

The Third Forum Meeting,"Improving cross-sector and multi-level collaboration", Vienna, Austria, 1 - 2 March 2007
The Third Forum Meeting focused on cross-sectoral and multi-level collaboration, supporting the exchange of experience and practice between partnerships and exploring ways to overcome common obstacles. The Forum meeting provided a unique occasion for such an exchange, offering opportunities for in-depth discussion within a series of interactive working sessions.

Events and activities in 2006


The 2.5-day capacity building seminar was designed as a series of highly interactive sessions around good practice examples presented by seminar participants and OECD experts. Debates about the role and capacity of partnerships in influencing policy at local, national and international levels addressed questions relating to trust and legitimacy, applied communication strategies and accountability frameworks.

Seminar on "Reviewing OECD Experience in the Social Entreprise Sector", Trento, Italy, 15-18 November 2006
The seminar was organised by the OECD LEED Centre for Local Development in Trento in co-operation with the Autonomous Province of Trento, the Trentino Federation of Cooperatives and the Institute for the Development of Non-Profit Organisations (ISSAN) of the University of Trento, Italy.
The event was organised in conjunction with the Third Donor Roundtable Meeting on civil society development in the countries of Eastern and Central Europe, the CIS, Western Balkans and Turkey, co-convened by the Government of Italy, the World Bank and the European Commission EuropeAid Cooperation Office.

Seminar on "Regional diversity and local development in Central and Eastern Europe", Warsaw, Poland,10 November 2006
The seminar was organised by Unidea UniCredit Foundation in collaboration with the OECD LEED Programme, CoDe Joint European Master in Comparative Local Development (University of Trento), EUROREG – Centre for European Regional and Local Studies (Warsaw University). The event discussed regional diversity and local development in Central and Eastern Europe, the opportunities for both public and private actors to actively contribute to the improvement of local realities, and the regional and European context of such local strategies.

Seminar on "Building partnerships for social, economic and employment development", Bucharest, Romania, 8 November 2006 
The seminar, jointly organised with the Romanian Ministry of Labour, Social Solidarity and Family, was based on highly interactive sessions and working groups around best practices, and brought together policy makers, partnership managers, local development practitioners, and OECD experts. The event offered participants a unique opportunity to learn about developments in building partnership throughout OECD countries.

Seminar on "Trade unions and welfare", Trento, Italy, 26-27 OCtober 2006
This seminar was organised in cooperation with INAS CISL and Fondazione Giulio Pastore. The event  presented and discussed the results of research addressing these issues undertaken in eight European countries: Italy, Spain, France, Germany, Belgium, Great Britain, Sweden and Poland.

Capacity building seminar on “Building development strategies for cities and regions”, Trento, Italy, 23 - 27 October 2006
This 5-day capacity building seminar focused on the local development strategy design and implementation and more specifically it emphasized the role of strategy in integrating different drivers, factors and enablers of local economic development. This event brought together 60 experienced policy makers and practitioners from Central, East and South East Europe working in the area of regional and local development strategy building. 

Seminar on "Emerging Models of Social Entrepreneurship: possible paths for social enterprise development in Central East and South East Europe", Zagreb, Croatia, 28-29 September 2006
The objective of this 2-day seminar was to disseminate and discuss recent regulatory policies that define new forms of social entrepreneurship and assess their relevance and applicability potential in OECD member and non-member countries of Central East and South East Europe.

Capacity building seminar on “Evaluation as a Tool for Local Development Strategy Building” Trento, Italy, 10-12 July 2006
The seminar brought together the policy makers and practitioners from the CEE and SEE countries allowing for discussion i) how to best introduce and implement prior assessment so that it serves as a tool for local strategy design and delivery ii) how to best support the local level so that evaluation becomes an opportunity for learning and stops being perceived as a threat.

VI International Seminar on "Corporate citizenship - Citizens as CSR partners: obstacles, good practices, winning strategies", Rome, Italy 30 June-1 July 2006
The seminar was organised by the Italian LEED Partner – Cittadinanzattiva in cooperation with the Active Citizenship Foundation (FONDACA) and the Frascati Group for corporate social responsibility. The event focused on the relationship between Citizens and enterprises in the framework of CSR strategies and more specifically on partnerships between Citizens’ organizations and Businesses in Europe. Roundtable on "Enterprise development and investment climate in Ukraine", Kiev, Ukraine, 13 June 2006
The objective of the roundtable was to present main findings of the joint EC-OECD project carried out in 2004-2006 and discuss related policy recommendations with Ukrainian representatives. The meeting was co-hosted by the UNDP. 

Festival of Economics on "Wealth and poverty", Trento, Italy, 1- 4 June 2006
This event was organised by the Autonomous Province of Trento in cooperation with its partners. The festival brought together internationally renowned experts  who sought to promote a better understanding of the global key issues such as poverty and inequality. Experts meeting on "Migration and local development", Tirana, Albania, 1 June 2006
The expert meeting was a follow-up to the OECD study visit to the regions of Gjirokaster, Tirana and Vlore in 2005 as part of the OECD cross-country activity on local integration of migrants into the labour market. The experts meeting debated the draft policy recommendations resulting from the study visit.This event was jointly organised by the OECD LEED Centre for Local Development and the International Labour Office (ILO) with its Subregional Office for Central and Eastern Europe.

Stakeholders Meeting “Developing Skills for Endogenous Development”, Tirana and Shkoder, Albania, 29-31 May 2006
This conference looked at local development assets and capacities in Northern Albania with a focus on the traditional handicraft sector, including skills development and the role of partnerships in the design, implementation and evaluation of local development strategies. This event was jointly organised by the OECD LEED Centre for Local Development and the International Labour Office (ILO) with its Subregional Office for Central and Eastern Europe.
 
The seminar in Macedonia continued the work on the case studies identified during the Trento Centre capacity building seminar on entrepreneurship held on 13-14 December 2004 in Trento and further explored the theme of Entrepreneurship Spirit and Skills. This eventwas organised in collaboration with the Agency for Entrepreneurship Support of the Republic of Macedonia.

International Partnership Fair, Austria, Vienna, 13-15 February 2006
This unique conference was organised for partnership practitioners, such as co-ordinators and partners of alliances, as well as policy makers aiming to exchange partnership experiences. The International Partnership Fair provided opportunities to meet, learn from each other and build new co-operation relationships.

International Conference on “Linking creativity and culture for an innovative local development", Trento, Italy, 28 November 2005
This conference was jointly organised by the LEED Programme and the Autonomous Province of Trento in cooperation with Federculture.  It aimed to increase awareness of policy makers and the private sector on the importance of culture in development policies.

CEI Summit Economic Forum, Bratislava, Slovak Republic, 23-24 November 2005
This year, the CEI SEFaddressed the theme of Reforms key to Competitiveness. This was a platform to make business contacts and establish co-operation on investment projects and development programmes. The SEF also provided a unique chance to discuss structural reforms for improving business environment, development strategies for raising competitiveness, with a special focus on energy, infrastructure, and human resources.


This event was a follow-up of the Trento Centre capacity building seminar on entrepreneurship and further explored the theme of Promoting SME Innovation.

Seminar on "Evaluating Local Development Strategies" Eger, Hungary, 11 October 2005
This seminar was organised by the OECD Trento Centre for Local Development.  It focused on disseminating information and tools for best practice evaluation approaches. This international conference further explored the trends, opportunities and challenges that social economy actors face in the countries of the Baltic States, Central, East and South-East Europe.

Seminar on “Evaluating Local Development Strategies” Bratislava, Slovak Republic, 19 July 2005
This seminar was the first in a series of evaluation seminars organised by the OECD Trento Centre for Local Development in 2005.  These seminars are a part of the activities of the Evaluation Unit at the OECD LEED Trento Centre which aim at creating and fostering a culture of evaluation of local development strategies that promote entrepreneurship, local cohesion and good governance.

Conference on "Fostering Entrepreneurship: The Role of Higher Education", Trento, Italy, 23-24 June 2005
This international conference was organised by the OECD Centre for Entrepreneurship, SMEs and Local Development and the OECD LEED Trento Centre for Local Development.  It addressed the role that higher education institutions play in fostering entrepreneurship, with a particular focus on Central, East and South-East European countries.

This international conference was organised by the OECD LEED Programme and the LEED Trento Centre for Local Development (Italy).  It addressed the progress made in Central, East and South-East Europe in the field of governance and implementation of local development strategies. 

Forum Meeting on "Enhancing the effectiveness of partnerships", Vienna, 26-27 April 2005
The First Forum Meeting was a unique opportunity to re-assess today’s need for partnerships, debate on best ways for government, business and civil society to work in partnership in practice, exchange know-how and experiences of existing partnerships and discuss the main innovations in funding partnerships.

Seminar on "SME Internationalisation in Montenegro and Other South-East European Countries", Podgorica, Montenegro, 13 April 2005
This seminar was held back-to-back with the event in Serbia. It was organised by the OECD LEED Programme and the LEED Trento Centre. The event continued the work on the case studies identified during the Trento seminar and will further explore the theme of SME internationalisation.  It was part of the activities of the joint OECD-CEI Local Development Network (LDN).

This event was organised by the OECD LEED Programme and the LEED Trento Centre for Local Development (Italy).  It explored further the theme of local clusters and is developed as part of the activities of the joint OECD-CEI Local Development Network (LDN).

Conference on "Entrepreneurship at Regional and Local Level in Bulgaria and South-East European Countries", Sofia, Bulgaria, 17 March 2005
This seminar was an opportunity to debate the results of recent entrepreneurship developments in Bulgaria.  It focus on the theme of financing entrepreneurship at local and regional level in light of experiences from OECD and South-East European countries. It analysed the main obstacles to improving SME finance at local level and the instruments that help.

This seminar was a platform to debate the results of recent local governance developments in Lithuania in the light of experience from other countries, analyse the main obstacles met and identify ways to progress further.

Seventh CEI Summit Economic Forum, Portoroz, Slovenia 24-26 November 2004
The Central European Initiative (CEI) opened its doors to the business and financial community, focusing on the needs of entrepreneurs investing in central and eastern Europe. The event was co-organised with the Slovenian CEI Presidency and was sponsored by the Italian Government. The OECD LEED Trento Centre was an active partner of this important event.

Conference on “Clusters of Enterprises and the Internationalisation of SMEs”, Timisoara, Romania, 24 May 2004
The delocalisation of Italian businesses from the Veneto region to the Romanian County of Timisoara has given a new impetus to entrepreneurship development and job creation in the county. What are the factors that contributed to this success? Which development strategy should the Timisoara region follow in the near future? Is the successful example of Timisoara replicable? This conference analysed these issues. It was co-organised with the Central European Initiative, the City of Timisoara and the Chamber of Commerce and Industry of Timisoara.

Conference on “Entrepreneurship and Employment in South-East Europe” Bucharest, Romania, 26-27 May 2004
This conference was co-organised with the Stability Pact, Romanian SME Agency, the Central European Initiative and the Romanian Ministry of Foreign Affairs. It addressed SME policy developments and institutional building at both central and local level in Romania including the main outcomes of the Timisoara conference and drew lessons for other transition countries.

Seminar on "Building Local Partnerships in the Balkans", Tirana, Albania, 22-23 April 2004
This event was organised in co-operation with the European Training Foundation and presented the results of the first phase of a project launched in 2003 to build partnerships for local development in Albania and Kosovo (Serbia and Montenegro).

Conference on "Partnerships, clusters of enterprises and cross-border co-operation, Hrvatska Kostajnica region", Croatia, 6 April 2004
This seminar was organised within the LEED Trento Centre programme of work, in co-operation with UMIS-SMEA (Small and Medium Sized Enterprises Association), Croatia, and the Investment Compact.
