Global Forum on Transparency and Exchange of Information for Tax Purposes

Global Forum launches five new Train the Trainer regional programmes

21/02/2023 - Following the successful pilot in 2021 and subsequent regional programmes in 2022, the Global Forum Secretariat is launching five new Train the Trainer (TtT) regional programmes in 2023 for Africa (one for English-speaking countries, the other for French-speaking ones), Asia, Central and Eastern Europe / the Middle East, and Latin America. A maximum of 15 jurisdictions will be selected for each programme, with two participants per jurisdiction (including at least one woman).

Train the Trainer has so far enabled tax administrations from 49 jurisdictions to develop a sustainable in-house training resource in exchange of information (EOI), with 103 participants having already trained more than 3 500 officials in their respective administrations. Through the training of officials from national tax administrations, TtT seeks to create and support a highly skilled network of trainers who will effectively adapt and multiply the acquired knowledge and skills domestically, in effect creating a sustainable capacity within tax administrations. Designed to assist participating jurisdictions in providing local training on EOI to tax auditors and investigators, the project is devised to build national administrations’ capacities to effectively use EOI instruments in their day-to-day work.

Since 2011, the Global Forum’s capacity-building activities support the global implementation of the two international standards on transparency and exchange of information: exchange of information on request (EOIR) and automatic exchange of financial account information (AEOI). Between 2011 and 2022, the Global Forum Secretariat has organised more than 350 events and 26 500 tax officials have been trained. This work empowers jurisdictions in their fight against tax evasion and other illicit financial flows to ultimately enhance their domestic resource mobilisation.

The Global Forum is the leading multilateral body mandated to ensure that jurisdictions around the world adhere to and effectively implement both the standard of transparency and exchange of information on request and the standard of automatic exchange of financial account information. These objectives are achieved through a robust monitoring and peer review process. The Global Forum also runs an extensive capacity-building programme to support its members in implementing the standards and help tax authorities make the best use of cross-border information sharing channels.
