ACTORS Italy - Cultural Attractors for Tourism and Employment in Southern Italian Regions
Project developed by the OECD LEED Trento Centre in cooperation with the Italian Ministry of Culture, Heritage and Tourism (MIBACT) and the Inter-Regional Co-operation Programme Managing Authority on "Cultural, natural and landscape attractions" (AdG POIn)
Implementation period: May 2014 – October 2016
The OECD LEED Trento Centre in agreement with the Italian Government, assisted the Ministry of Culture, Heritage and Tourism (MIBACT) in the promotion and support of social and economic development activities in Southern Italian Regions (Basilicata, Calabria, Campania, Apulia and Sicily) through the valorisation of their cultural, natural and landscape attractions.
The general objective of the Project was to promote progress and economic and social wellbeing and foster development and competitiveness, including tourism, in Southern Italian regions, through an integrated system of local development actions concerning "defined" strategic areas (areas of cultural attraction), to valorise the local assets in terms of attractors and human capital.
The Project foresaw two main working components: one national component and a local component.
National component: This phase foresaw the preparation of an effective methodology for the assessment of the local context and the existing and needed conditions for the creation of economic and social development through policies and interventions for the valorisation of the cultural and natural assets in the areas of cultural attraction.
Regional component: Support to the identification and implementation of development interventions and projects and strengthening of skills in the four "areas of cultural attraction". This part foresaw to conduct an in-depth assessment and support action (OECD peer review methodology) on each "area of cultural attraction" on the following key themes:
Management of the cultural attraction sites and areas. Strategies, interventions, modalities and capacities for the management, preservation, valorisation and development of the cultural areas and sites and their assets.
Development of entrepreneurship and enterprises in the culture, cultural heritage and creative industry sectors. Strategies, policies and initiatives for the valorisation of the cultural attractiveness and the development of sustainable local tourism. Initiatives to strengthening competitiveness of the touristic value chain and tourism enterprises.
Employment and skills in the culture and cultural heritage sectors. Strategies, policies and initiatives for the creation of quality and flexible jobs in the culture and cultural heritage sectors; strategic capacity and existing partnership mechanisms.
Governance and local development tools. Comparative analysis and definition of governance models of cultural heritage and the role of public and private actors; partnerships and participation initiatives.
The different phases of the Project were associated with specialised capacity building activities to improve capacities and strategic, technical and governance skills of policy makers, public officers and practitioners responsible for designing, management, implementation and assessment strategies and interventions of local development and valorisation of the selected "areas of cultural attraction" and the territories where they were located.

Expected results
Identify qualitative and quantitative elements that explained the impact of the interventions, estimating the expected effects and providing an effective ex post analysis;
Improvement of the definition and implementation of interventions and projects for the valorisation of "areas of cultural attraction" and local development based on the valorisation of the above mentioned areas;
Improvement of the administration and management of the cultural assets in the selected areas;
Optimisation of the usability of the areas of cultural attraction and integration of the offer of services;
Development and strengthening of territorial competitiveness, including tourism, through integrated actions for the development of entrepreneurship and firms (production chain) that use local cultural and social assets;
Improvement of the definition and implementation of strategies and actions to support the development of skills and make the labour market more flexible and inclusive;
Strengthening of technical and governance capacities and skills of institutional subjects and main actors involved with programming, implementation and assessment of the intervention valorising areas of cultural attraction and socio-economic development of connected territories;
Definition of methodologies and tools for the management and valorisation of cultural sites.
