Context
The impact of technology and globalisation on the production, environment and society, will lead to major changes in all organisations. Local authorities should deal with these changes and get ready to govern them at the local level. However, to be able to play such a role, the local administration must count on new skills and capacities.
In this fast evolving context, citizens, businesses and NGOs show increasing needs and expectations. To meet them, the local government must identify and develop skills, approaches and public services that are increasingly accessible, transparent, timely and flexible.
Moreover, in the next five years due to a high number of expected retirements in many regions, local administrations will be subject to a strong turnover and therefore a generational change, as it is the case of those .of Friuli Venezia Giulia.
Objectives
Undertake a common reflection process and a forsight excersise on the future role of local authorities and on their innovation capacity for the next decade. Identify the key skills to be developed and establish a lively and stimulating workshop climate involving public administrators, civil servants and local stakeholders.
Approach
To outline future scenarios, some of the mega trends that are characterising the global society will be analysed, in the framework of the "UN 2030 Agenda for sustainable development". The mega trends impacting on the future development of local communities include:
- Globalisation and global value chains.
- The outreach of digitalisation and its consequences on the economy and labour market.
- Demographic trends including ageing, migrations and urbanisation.
- The transition to a low carbon economy for environmental sustainability.
From a local community perspective, these mega trends can be considered at different scales:
- Global scale (MACRO level, European and world perspective).
- Macro-regional scale (MESO level, Northern Italy, the Alpine Space, etc.).
- Regional and local scale (MICRO level, Friuli Venezia Giulia, inter-municipal and municipal territorial scale).
Attendance
A maximum of 60 invited participants selected from local administrators, managers / civil servants from local and regional authorities and stakeholders from the Friuli Venezia Giulia region.
