    Energy Security in ASEAN +6

    The ASEAN+6 group comprises the ten countries of the Association of Southeast Asian Nations (ASEAN) and six other countries in the Asia-Pacific region: Australia, the People’s Republic of China ('China'), India, Japan, Korea and New Zealand. This group includes the world’s fastest-growing and most dynamic energy consumption centres. They are led by China, India and ASEAN, the emerging Asian economies, whose share of global energy demand is expected to reach 40% by 2040, up from only 20% in 2000. Energy demand in the ASEAN+6 countries is set to take diverse paths. In India, for example, low per capita energy use and a high population growth rate indicate the potential for substantial energy demand growth. In Japan, by contrast, a declining population and increasing energy efficiencies are contributing to a continuous fall in energy consumption. Countries of the region also differ in their natural resource wealth and their levels of socio-economic and technological development. These countries share common challenges, however, in ensuring the security of their energy supplies. Given their shared geographical location, they could help one another meet these energy security challenges by deepening regional co-operation. This report starts by giving an overview of the energy security issues of the region. Subsequent chapters cover the key energy sectors of oil, natural gas and electricity. They identify the main energy security issues, including a high level of vulnerability to natural disasters and heavy dependence on imports of fossil fuels, which must pass through major global chokepoints. The report provides policy advice, primarily for the region’s developing countries, based on the emergency response systems and accumulated experience in energy security of the International Energy Agency and its member countries.

    Engaging Employers and Developing Skills at the Local Level in Australia

    Local vocational education and training programmes serve as a valuable educational pathway to improve the transition from school to work. Within the VET system, quality apprenticeship programmes can provide employers with a skilled workforce that is more agile in a rapidly evolving global economy while also supporting new employment opportunities for disadvantaged groups. This report focuses on how to better engage employers in apprenticeship and other work-based skills development programmes aligned with growing sectors of the local economy. A key part of this report was the implementation of an employer-based survey, which gathered information from over 300 Australian employers about their skills needs and barriers to apprenticeship participation. The report also provides information on four case studies, including Sydney Metro and STEMship in New South Wales, Collective Education in Tasmania, and the Dream, Believe, Achieve programme in Queensland. The case studies demonstrate how local organisations are building stronger business-education partnerships.

    OECD Environmental Performance Reviews: Australia 2019

    Australia has managed to decouple economic growth from the main environmental pressures and has made impressive progress in expanding protected areas. However, it is one of the most resource- and carbon-intensive OECD countries, and the state of its biodiversity is poor and worsening.  Advancing towards a greener economy will require strengthening climate-change policy and mainstreaming biodiversity more effectively across sectors. This is the third Environmental Performance Review of Australia. It evaluates progress towards sustainable development and green growth, and includes special features on threatened species protection and sustainable use of biodiversity and chemical management.

    Recruiting Immigrant Workers: Australia 2018

    Australia has always been a nation of immigrants. More than one quarter of its population in 2015 was born abroad. Immigrants make an important economic and demographic contribution and help address skill and labour shortages. Labour migration is managed through a complex, but well-functioning and effective system which sets and respects annual migration targets. In recent years, the labour migration system has shifted from a mainly supply-driven system to a system where demand-driven migration represents close to half of the permanent skilled migration programme and demand-driven temporary migration has also risen sharply. In addition, two-step migration has gained ground in recent years. The review examines the implications of these changes for the composition of immigrants and their labour market outcomes. Moreover, it discusses recent changes in the tools used to manage labour migration and provides a detailed analysis on the impact of the introduction of SkillSelect on the efficiency of the system. Finally, the review discusses the extent to which the current labour migration system responds to the labour market needs of Australia's States and Territories.

    Stemming the Superbug Tide in Australia

    Resistance proportions for eight antibiotic-bacterium pairs in Australia have increased in recent years, from 7% in 2005 to 10% in 2015, and could go up to 12% by 2030, should current trends in antibiotic consumption, population and economic growth continue into the future. Resistance proportions in Australia were lower than the OECD average in 2015 (17%).

    Making Dispute Resolution More Effective – MAP Peer Review Report, Australia (Stage 1) - Inclusive Framework on BEPS: Action 14

    Under Action 14, countries have committed to implement a minimum standard to strengthen the effectiveness and efficiency of the mutual agreement procedure (MAP). The MAP is included in Article 25 of the OECD Model Tax Convention and commits countries to endeavour to resolve disputes related to the interpretation and application of tax treaties. The Action 14 Minimum Standard has been translated into specific terms of reference and a methodology for the peer review and monitoring process. The minimum standard is complemented by a set of best practices. The peer review process is conducted in two stages. Stage 1 assesses countries against the terms of reference of the minimum standard according to an agreed schedule of review. Stage 2 focuses on monitoring the follow-up of any recommendations resulting from jurisdictions' stage 1 peer review report. This report reflects the outcome of the stage 1 peer review of the implementation of the Action 14 Minimum Standard by Australia, which is accompanied by a document addressing the implementation of best practices which can be accessed on the OECD website: http://oe.cd/bepsaction14.

    Getting Skills Right: Australia

    The costs of persistent misalignment between the supply and demand for skills are substantial, ranging from lost wages for workers to lower productivity for firms and countries. Addressing skills imbalances has become a pressing priority as OECD governments reflect on the implications of technological progress, digitalisation, demographic change and globalisation for jobs and work organisation. In light of these challenges, the OECD has undertaken new research to shed light on how countries measure changing skill needs while ensuring that employment, training and migration institutions are responsive to the emergence of new skill requirements. The Getting Skills Right in Australia review offers an in-depth analysis of the existing skill assessment and anticipation system in Australia, and makes recommendations for how it could be further improved. In addition to providing a summary of the state of skill imbalances in Australia, the report provides an assessment of practices in the following areas: i) the collection of information on existing and future skill needs; ii) the use of skill needs information to guide policy development in the areas of employment, education and training, and migration; and iii) the effectiveness of governance arrangements in ensuring strong co-ordination among key stakeholders in the collection and use of skill needs information.
